Description
The U.S. Department of Agriculture's Office of the Chief Economist requires one Bloomberg Anywhere license and two Bloomberg Terminal licenses, including installation fees, data, services, and access for staff. The licenses must provide market information, financial data, news, analytics, and related capabilities covering domestic and international markets, including agricultural commodity futures, trade data, fertilizer and input costs, macroeconomic indicators, and market-disruptive events. The requirement consists of a 12-month base period and two 12-month option periods, for a total project duration of 36 months. The government estimate in the statement of work is $28,320, while the solicitation schedule lists a total of $271,900 for all base and option-period line items. Quotations must include pricing for every line item and an explanation of the offeror's ability to meet the schedule and any requirements it cannot accomplish. Technical capability, price reasonableness, and acceptable or neutral past performance will be evaluated. The justification states that Bloomberg is the only vendor capable of providing the required proprietary system and that it has no authorized resellers.
