Request for Qualifications Notice is hereby given that St. Johns County is soliciting Qualifications for RFQ No. 3080; Construction Manager-At-Risk (CMAR) for THREE (3) WATER INFRASTRUCTURE PROJECTS. Interested and qualified Respondents may submit Qualifications in accordance with the requirements provided in the RFQ Document, to the St. Johns County Purchasing Department located at 4040 Lewis Speedway, St. Augustine, FL 32084. All Qualifications must be submitted by or before 4:00PM EDST on Thursday, October 29, 2026. The purpose of this RFQ is to solicit Qualification from Respondents licensed as Certified General Contractors in the State of Florida to perform Construction Manager at Risk (CMAR) Services for the for the following water infrastructure projects: (1) Trout Creek Water Treatment Plant, (2) Northwest To CR-214 Service Area Finished Water Blend & Transfer Station, and (3) County Road 214 Water Treatment Plant Reliability Upgrades. The CMAR is responsible for the successful, timely, and economical completion of construction of the Trout Creek Water Treatment Plant, Northwest To CR-214 Service Area Finished Water Blend & Transfer Station, and County Road 214 Water Treatment Plant Reliability Upgrades. The Project shall be divided into two (2) phases as identified within the solicitation: Pre-Construction Phase Services Construction Phase Services Respondents must obtain and review the RFQ Documents for full details and instructions regarding submittal format, full scope of services, evaluation and award/contract requirements. RFQ Documents are available for downloading from DemandStar, Inc., at their website www.demandstar.com, or from the SJC Purchasing Department upon written request to the Designated Point of Contact. Description
St. Johns County is soliciting qualifications from respondents licensed as Certified General Contractors in Florida to provide Construction Manager-at-Risk services for three water infrastructure projects: the Trout Creek Water Treatment Plant; the Northwest to CR-214 Service Area Finished Water Blend and Transfer Station; and County Road 214 Water Treatment Plant Reliability Upgrades. The work is divided into pre-construction and construction phases and includes construction management, scheduling, cost estimating, procurement, quality control, constructability review, guaranteed maximum price development, and coordination with County design consultants and permitting authorities. The solicitation package includes the RFQ, project planning and technical exhibits, a draft CMAR contract, and Addendum 1. Addendum 1 increases the Qualifications page limit from 30 to 35 pages, confirms that the minimum 11-point font requirement applies to graphics and tables, requires Attachment L to acknowledge all issued addenda, and states that shortlisted firms will submit a Technical Proposal electronically as a single PDF, with additional Stage 2 instructions to follow. The Qualifications deadline remains October 29, 2026, at 4:00 p.m. EDST.
