Description
The Defense Logistics Agency Energy is seeking information from capable sources that can provide laboratory testing and, when requested, sampling of government-owned petroleum products in accordance with applicable military, ASTM, NATO, DEF STAN, and ISO specifications. The scope includes jet fuels, aviation gasoline, diesel and marine fuels, unleaded fuels, fuel-system icing inhibitor, and lubricating oils. Laboratory facilities must be located at the specified Middle East locations, with services available 24 hours per day, 7 days per week. Required turnaround times generally range from 6 hours to 48 hours, with aviation gasoline octane/knock-rating testing requiring up to 7 calendar days; transportation turnaround is 48 hours outside Iraq and 120 hours in Iraq. The anticipated period of performance is a two-year base period, a two-year option period, and a six-month extension. This is a Sources Sought notice for market research, not a solicitation for contract award. Respondents must provide a detailed capabilities statement addressing company information, relevant personnel and clearances, past performance, teaming arrangements, financial capability, accounting systems, and transition requirements, limited to 15 pages.
