Description
The U.S. Department of Defense is seeking a contractor to transform and unify digital services supporting military spouses, including SECO, MySECO, MSEP, MyCAA, the SECO Administration Portal, VEMIS, and PECS. The scope includes application development and maintenance, migration and integration into a unified responsive web platform, program and project management, data management and analytics, user-centered design, accessibility, operations and maintenance, and tier 1, tier 2, and tier 3 help desk support. The contractor must support approximately 5,000 help desk contacts per month and provide 24/7/365 operational support for the proposed solution. The contractor will operate within a Government-furnished AWS GovCloud IL4 environment and support cybersecurity compliance, RMF and ATO activities, automated security testing before production releases, Section 508 accessibility, incident response, and continuous operations. A SECRET facility clearance is required at proposal submission, and current CMMC Level 2 (Self) status with the CMMC UID for each information system in the proposed solution must be submitted with the proposal. Offerors may propose alternative technologies, commercial software, SaaS, and their own labor mix and pricing schedule. The procurement uses a best-value approach, permits remote work, and includes a formal transition period expected to conclude by December 1, 2026.
