Description
The Watertown Retirement Board is soliciting proposals from qualified private debt investment managers offering a dedicated direct-lending strategy. The Board may select more than one manager or fund and may consider different fund structures. Anticipated commitments total approximately $2.5 million to $5 million. Respondents must meet minimum qualifications, including registration as an investment adviser, at least five years of operation and at least five years managing dedicated private debt funds in the proposed strategy. Proposals must address the firm's organization, financial strength, assets under management, team experience, public-pension experience, reporting capabilities, investment philosophy and process, risk controls, historical performance, fees, fund terms, and proposed fund structure. Required materials include the signed cover page, PERAC vendor certification and disclosure forms, placement-agent statement, certification of good faith, certified minimum-criteria response, executive summary, investment manager questionnaire, Form ADV, and a sample strategy pitchbook. The selected manager must comply with Massachusetts law and PERAC regulations and accept specified fiduciary, disclosure, placement-agent, termination, and contract-term requirements.
