Description
The City of Green Cove Springs is soliciting professional master planning services for its parks and recreation network. The selected consultant will review the City's Comprehensive Plan and existing data, conduct site visits and needs assessments, evaluate access and ADA compliance, parking, drainage, sidewalks, lighting, environmental conditions, amenities, and facility conditions, and recommend additional parks and recreation areas based on projected growth. The scope includes stakeholder and public engagement; at least two public meetings or workshops; presentations at a minimum of two City Council meetings; conceptual layouts, diagrams, renderings, feasibility analyses, and construction budget estimates; short-, medium-, and long-term phasing; annual maintenance plans and costs; and a final master plan with implementation recommendations, public-engagement documentation, drawings, graphics, cost estimates, and digital PDF deliverables. The plan is intended to guide maintenance, landscape improvements, equipment and facility planning, capital improvements, funding opportunities, and a 10-year planning horizon. Completion is required within five months after notice to proceed.
