Description
The United Nations Development Programme, on behalf of UN agencies operating in Angola, is seeking one unarmed private security services provider for comprehensive security services at UN premises and potentially international staff residences. The scope includes access control, visitor screening, physical guarding, CCTV and alarm monitoring, mobile patrols, emergency response, incident reporting, security supervision, trained and licensed personnel, communications systems, and compliance with UN Department of Safety and Security standards. The provider must supply personnel, equipment, uniforms, communications, patrol and rapid-response vehicles, training, background screening, and management resources. The requirements include a manager, supervisors, guards, and a 24-hour rapid-response team, with at least 20% female guards encouraged in the deployment. The procurement will establish a non-exclusive Long-Term Agreement with no guaranteed minimum quantity. The expected maximum duration is three years, structured as one year with possible extensions of up to two additional years. Bidders must demonstrate at least five years of relevant experience, at least three similar recent contracts, financial capacity including minimum annual turnover of USD 300,000 for the last three years, valid security-company licensing in Angola, audited financial statements, technical capacity, trained personnel, emergency and business-continuity capabilities, and compliance with applicable labor and security requirements. The estimated volume for the agreement is USD 300,000 for the entire duration, but this is only a forecast and is not a commitment to purchase.
