Description
The United Nations Development Programme is soliciting a single, highly qualified turnkey contractor for the complete engineering, design, supply, installation, commissioning, and long-term maintenance of an integrated hybrid energy and communications system at Raviravi Village, Beqa Island, Fiji. The indivisible package includes an approximately 80 kW solar PV and battery energy storage mini-grid, backup generation, electrical reticulation, household and community-facility wiring, prepaid metering, solar street lighting, civil works, and a modular communications system with internet gateway, network equipment, outdoor Wi-Fi, backbone connectivity, power protection, network management, and billing integration. The contractor must provide community technician training, a unified implementation and logistics plan, and a multi-year operation and maintenance plan with annual pricing. The successful bidder must enter into a mandatory five- to seven-year O&M agreement with the Fijian Government or its designated entity after commissioning. Bidders must submit one comprehensive proposal covering both components; partial bids are non-responsive. The solicitation requires relevant solar and telecommunications experience, audited financial statements, technical and electrical licenses, qualified personnel, technical documentation, prior-project completion certificates, and a completed costed bill of quantities. The bid security is US$5,000, and a 10% performance guarantee is required from the successful bidder.
