Description
The Royal Canadian Mounted Police requires an ISO/IEC 17025-accredited testing and calibration laboratory to prepare and test nine low-embodied-carbon secure wall assemblies. The work includes standardized forced-entry testing under ASTM F2322 (2019) and LPS 1175 Issue 8, using specified tool categories and security grades. The contractor must provide qualified labor, tools, materials, personal protective equipment, and other equipment; coordinate testing with the RCMP and its appointed wall-construction contractor; permit on-site construction and dismantling; and retain selected test samples as directed. The contractor must provide draft and final consolidated test reports in PDF format, video documentation in MP4 format, and photographic documentation in JPEG format. Draft reports are due by March 1, 2027, and final reports and media deliverables are due by March 16, 2027. The testing facility must be within 600 kilometers of RCMP Headquarters in Ottawa, Ontario, and personnel working on site must hold Facility Access with escort and Level 2 Security Clearance issued by RCMP Departmental Security. The solicitation uses mandatory technical criteria, including at least one qualifying forced-entry test project completed within the previous three years, ISO/IEC 17025 accreditation, and a map demonstrating the facility's distance from RCMP Headquarters.
