Description
The City of Worthington seeks a qualified professional planning consultant to conduct a comprehensive assessment and rewrite of its Planning & Zoning Code, including Subdivision Regulations and Floodplain Regulations. The work includes evaluating consistency with adopted plans and applicable law; modernizing definitions, procedures, development standards, environmental and stormwater provisions, fees, and subdivision processes; improving usability; and identifying necessary updates to the Zoning Map. The selected consultant will collaborate with City staff and multiple boards, commissions, a Code Review Committee, and City Council. Required services include assessment and recommendations, drafting and refinement of the new Code, legal review, non-conforming-use mapping, standardized development-review checklists, presentations and workshops, education, and support through formal adoption. Deliverables include editable electronic Code, map, graphics, checklists, and GIS-compatible parcel-level shapefiles. The City has budgeted $275,000, with work expected to begin in early 2027 and continue through 2027 and into 2028.
