Description
The City seeks proposals for aggregate and specific stop-loss coverage for its self-funded medical plans, with proposals requested for the 2027 contract year and options for annual renewal by mutual agreement. Respondents may propose one or more coverage components and must provide two-tier rates for employee-only and family coverage. The solicitation specifies current and alternative specific deductible options, aggregate coverage parameters, and requests firm pricing without commissions. Medical carriers and stop-loss carriers may submit; third-party administrators are instructed not to request stop-loss quotes through this process. The proposal should include organizational and financial information, contingency requirements requested in the submission form, specific enrollment requirements, and any proposed deviations or alternatives. The package includes claims and enrollment data, current plan summaries, prescription plan design information, and a non-collusion affidavit. Proposals are evaluated on overall fit as well as price.
