This solicitation seeks research proposals from qualified universities and the MnDOT Office of Materials and Road Research to address the research needs and ideas of Minnesota's city, county, and state transportation practitioners. Researchers are encouraged to collaborate with the Technical Liaison for specific research need statements when developing their proposals. Proposals must be developed around the high-priority research needs for MnDOT and the LRRB, adhere to the MnDOT/LRRB Proposal Form (limited to 14 pages), and be submitted in MS Word format by university research contacts to the MnDOT Office of Research & Innovation, along with a Proposal Summary. Unsolicited proposals are accepted and must identify a project champion. Funding awards for the 2027 academic research solicitation were announced on February 5, 2026. Future solicitations will begin on July 31.
