Description
The City of Abbotsford is contemplating a direct award to ESRI Canada Limited for continued use of an Enterprise GIS Software License Agreement. The software is embedded in the City's operational infrastructure, supports critical business functions, and is integrated with multiple organizational systems. The City cites operational continuity, service disruption, transition costs, organizational risk, loss of institutional knowledge, and compliance and security considerations as justification for the direct award. The estimated value is up to CAD 531,420, exclusive of taxes, for a three-year term from January 1, 2027, through December 31, 2029. Respondents may challenge the proposed award by submitting a written objection explaining their ability to meet the requirements without disrupting operations, including specific reasons for the objection and evidence of available services and resources.
