The U.S. Department of State is planning a Freedom 250 commemorative event on February 5, 2027, consisting of a two-hour reception at Nouvelle Pousse at Okurayama followed by a 20-minute professional fireworks display beginning at 8:00 p.m. The contractor will provide comprehensive event management, venue and hospitality coordination, entertainment, fireworks, permitting, transportation, parking, photography and videography, technical services, safety planning, and on-site coordination. The contractor must coordinate with the venue, Sapporo City, Hokkaido Prefecture, local police, and other relevant authorities, while accounting for additional permitting, traffic, access, crowd-management, venue, environmental, and operational requirements associated with the Sapporo Snow Festival. This is a firm-fixed-price requirement. U.S. contractors must be registered in the System for Award Management before submitting a quotation; overseas registration is recommended before award. Electronic responses are permitted, with a 15 MB submission limit.
