Description
The Department of Veterans Affairs seeks maintenance, inspection, testing, and calibration services for three fire-tube steam boilers and associated equipment. The contractor must provide labor, materials, and equipment; perform the specified boiler and safety-device tests, inspections, and maintenance; and deliver detailed written reports with findings, calculations, photographs, and recommendations. Work must comply with applicable manufacturer requirements, codes, and VA standards. The solicitation requires qualified personnel, including ASNT Level II nondestructive-testing personnel, and at least five years of steam-boiler maintenance and repair experience. The quote must include a technical approach addressing the required work and workforce qualifications, three recent and relevant past-performance references from the preceding three years, and pricing for all listed line items. The contract is firm-fixed-price, with a 12-month base period and four 12-month options. The opportunity is set aside for SBA-certified SDVOSBs, and the VA limitations-on-subcontracting certification must be completed, signed, and returned with the quote.
