Description
Environment and Climate Change Canada is seeking a qualified laboratory to perform high-quality chemical analysis of metformin and guanylurea in raw wastewater influent, treated effluent, landfill leachate, surface water, sludge, biosolids, sediment, and soil. The work includes validated analytical methods, sampling protocols, submission forms, sampling and shipping containers, quality assurance and quality control, sample receipt confirmations, and data reports. Required reporting limits include 5 ng/L for metformin and 50 ng/L for guanylurea in effluent, and 10 ng/g and 100 ng/g, respectively, in biosolids. The contractor must use labeled surrogates for isotope-dilution quantification and maintain laboratory raw data, chromatograms, and notes for at least 36 months. The initial contract runs from award through March 31, 2027, with up to four additional one-year option periods. Proposals are evaluated using a 70% technical-merit and 30% price weighting, and bidders must achieve at least 660 of 1,100 technical points. Mandatory requirements include ILAC MRA-accredited ISO/IEC 17025 accreditation, validated analytical methods, demonstrated ability to meet the reporting limits, and use of labeled surrogates.
