Description
The City of San Diego is issuing this Request for Statement of Qualifications (RFSQ) to identify qualified firms interested in providing special financing district and/or financial and economic consulting services. The objective is to create a pool of "Qualified Firms" from which the City can select consultants for specific projects, ensuring the best overall value and adherence to the RFSQ requirements. The anticipated term for this consultant pool is five years, from March 1, 2021, to February 28, 2026, with the possibility of two one-year extensions at the City's discretion. Services include special tax consulting for Community Facilities Districts, assessment engineering for 1913/1915 Act Assessment Districts, and other special purpose financing projects such as Enhanced Infrastructure Financing Districts, Property-based Business Improvement Districts, and Tourism Improvement Districts. Additionally, financial and economic consulting services may include revenue forecasting, local economic profiling, and impact analysis. Responses are to be uploaded electronically via PlanetBids.
