This pre-solicitation notice announces the U.S. Army's intent to award a Multiple Award Task Order Contract (MATOC) for the design, build, and commissioning of Government-Owned Contractor-Operated (GOCO) Army Ammunition Plants. The solicitation number for this effort is W519TC-26-R-A020. The Army has released consolidated answers to industry questions received through May 13, 2026, which have been grouped and color-coded by their original release dates. The formal Request for Proposal (RFP) is anticipated to be released in May 2026. The scope of this MATOC is broad, covering a range of projects including the design, construction, and commissioning of energetic material manufacturing lines, load, assembly, and pack lines, shell casing and metal parts production lines, building upgrades, energy projects, and environmental projects. Projects will support the modernization of the Army's industrial base. The Army requires Prime Contractors to demonstrate the capability to execute the full scope of the modernization effort, either internally or through established teaming arrangements, encompassing both specialized production line capabilities and associated facility construction. Task orders issued under this MATOC will be FAR-based.
