Description
The Military Sealift Command is soliciting a firm-fixed-price quotation for one job covering all labor, supervision, equipment, materials, and services required to perform Underwater In-Lieu of Drydocking (UWILD) services for the USNS Amelia Earhart. The scope includes underwater hull cleaning and inspection, ABS-surveyor-monitored in-water examination, closed-circuit television with two-way diver communication, underwater measurements and nondestructive testing as applicable, inspection of sea chests, valves, rudder, propeller, shaft, appendages, and related underwater components, plus restoration of access covers and the vessel to a ready-for-service condition. The contractor must be an ABS-recognized External Specialist for in-water surveys and provide an ABS certificate and signed qualification documentation. Required deliverables include condition reports when deficiencies are found, video documentation of the underwater hull, and revised or updated technical documentation associated with the work. Quotations must include pricing, a technical capability statement, ABS qualification documentation, proposed performance dates, relevant experience or past-performance information, a compliance statement, and identification of any exceptions or deviations. The required performance window is September 24 through October 7, 2026, with all required services and deliverables completed no later than October 30, 2026.
