Description
NATO International Staff seeks a single contractor to provide a secure, hosted talent acquisition assessment platform and integrated assessment solutions for high-volume and standard recruitment. The scope includes off-the-shelf, scientifically validated psychometric instruments; client-authored assessment content and SME authoring tools; configurable automated record-and-review remote proctoring with AI-assisted flagging; candidate and administrator reporting in English and French; technical support; user training; advisory services; and a documented pathway for future integration with NATO's applicant tracking system. The platform must support independent configuration by NATO HR administrators, high-volume assessment delivery, role-based access, dashboards, audit logs, data protection, NATO-member-country hosting and personnel restrictions, and applicable security and personal-data requirements. Bidders must submit an implementation plan targeting full operational readiness within twelve weeks of contract signature, along with technical and price proposals, a requirements compliance matrix, completed annexes, an exceptions schedule, and a signed draft contract. Live human proctoring and development of new psychometric instruments from scratch are outside the stated scope.
