Description

This sealed-bid, firm-fixed-price construction project will replace six undersized culverts with aquatic-organism-passage structures at Sites 1, 2, 3, 4, 7, and 8 within the Little Pend Oreille National Wildlife Refuge. Work includes roadway excavation and aggregate placement; precast reinforced-concrete box culverts; a structural plate pipe arch; streambed channel realignment; temporary stream diversion; riprap; erosion and sediment controls; traffic control; turf establishment; willow and black cottonwood plantings; fish-passage boulders; rock weirs; log barriers; root wads; and related mitigation. Bidders must complete all three bid schedules, although the Government may award Schedule C, B, or A depending on available funding. The solicitation is a total small-business set-aside. Electronic bids are not accepted; bidders must submit a printed bid package, including the completed SF 1442, bid schedules, bid bond and power of attorney, authority-to-sign documentation, representations and certifications, and required amendment acknowledgments. A bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less, is required, and successful bidders must furnish 100-percent performance and payment bonds. The project has fixed completion dates of November 25, 2027, for Schedule A and November 6, 2028, for Schedules B and C.
