Description
UNDP seeks an individual consultant to provide service-design expertise and related content creation for the “Returning Home” life event on Moldova’s EVO integrated government portal. The consultant will research the needs of returning citizens, develop personas and scenarios, inventory services and responsible institutions, map and validate the end-to-end service journey, and produce process diagrams, step registers, document matrices, fee and deadline tables, channel specifications, and simplification recommendations. The consultant will also draft and finalize plain-language, publication-ready content, including SEO metadata, search keywords, translation-ready material, comprehension-test results, a content-maintenance sheet, a method note, and an executive summary in English. The assignment is home-based with regular in-person meetings in Chisinau, requires Romanian and English proficiency, and is structured as 50 working days from October 25 through December 31, 2026, with three output-based deliverables due November 5, November 30, and December 31, 2026. A university degree and at least three years of relevant professional experience are required.
