Description
The City of Salem is soliciting proposals from qualified contractors to provide on-demand asphalt paving and asphalt patching services on an as-needed basis for repairs, maintenance, renovations, and related work on City streets, parking lots, trails, and other paved areas at City-owned facilities and properties in and around Salem. Contractors must provide supervision, labor, tools, materials, supplies, equipment, transportation, record documentation, site coordination, safety measures, cleanup, and related services. Offerors may propose for asphalt paving, asphalt patching, or both categories. The City intends to award multiple term contracts. Individual projects will be authorized through purchase agreements on a fixed-price, unit-price, or time-and-materials basis, with no individual project exceeding $500,000. The City guarantees no minimum or maximum volume of work. The initial contract term is one year, with four additional one-year renewal options. Offerors must hold the appropriate Virginia Board for Contractors license. Proposals must include organizational and technical information, relevant project experience, at least three similar projects per proposed service category, at least four references, a service-delivery plan, licenses and certifications, subcontractor information, pricing, and the required forms and attachments.
