Description
The Federal Emergency Management Agency is seeking a commercial off-the-shelf, web-based contact management and distribution system compatible with FEMA/DHS-secured networks, Windows-based systems, iOS mobile devices, Mozilla Firefox, and Microsoft Edge. The platform must support media and stakeholder contact management, a contractor-maintained database of more than 50,000 journalist contacts updated at least every two weeks, searchable distribution lists, press releases and other communications, inquiry and interaction tracking, campaign and stakeholder analytics, reporting, email and/or wire-service distribution, and transition of legacy contacts, lists, inquiries, releases, distributions, and user data from Cision Public Relations/VOCUS. It must support at least 50 concurrent users, up to 400 active accounts, email distribution to up to 10,000 contacts, up to 10 attachments per message, and 24/7 availability and help-desk support. The contractor must provide end-user support, FEMA-specific interactive training, administrative capabilities, quality control, transition planning and execution, and a primary point of contact. The solution must comply with applicable federal, DHS, FEMA, privacy, security, records-management, and Section 508 requirements, including controlled unclassified information safeguards and an Authority to Operate before processing such information in a federal information system. The amendment requires a software demonstration during the week of September 7–11, 2026, with proposed demonstration dates, participating team members, and an agenda submitted on a separate cover sheet. The contract includes a 12-month base period and four one-year option periods.
