Description

The Griffiss Institute is soliciting proposals for one or both parts of the Cyber Workforce Competition-West. Part A requires an online qualifying challenge to evaluate more than 400 teams from National Centers of Academic Excellence in Cybersecurity institutions, score each completing team, produce a ranked list, support registration and eligibility verification, and provide participant support and integrity controls. The challenge must be registration-ready by November 14, 2026, operate during an approximately two-week window, and deliver ranked results within two weeks of completion and no later than January 1, 2027. Part B requires delivery and operation of a two-day, mission-focused cyber competition for 20 teams of 5–8 participants. The vendor must provide two original mission vignettes, scoring and ranking systems, manuals, training, scenario information, supporting infrastructure, event operations planning, an after-action summary, and live progress visualization. The final-day vignette must be new and unused in any other competition or event. Proposals may cover Part A, Part B, or both, and must address technical approach, relevant experience and past performance, staffing, integrity and fairness, pricing by part, schedule, proprietary components, and required certifications. All content must be unclassified and must not contain controlled unclassified information or export-controlled technical data.
