Notice is hereby given that St. Johns County is soliciting sealed bids under Invitation for Bids No: 2971; South Ponte Vedra Beach Nourishment FEMA CAT-G Project. Interested and qualified Bidders may submit sealed bids in accordance with the requirements provided in the Bid Document, to the St. Johns County Purchasing Department located at 500 San Sebastian View, St. Augustine, FL 32084. All sealed bids must be submitted by or before 2:00PM EST on Friday, November 6, 2026, or as otherwise stated in an addendum. Sealed bids delivered to or received by the SJC Purchasing Department after the above submittal deadline shall not be considered and shall be returned unopened to the addressee. The purpose of this IFB is to solicit Bids from qualified Bidders to complete construction of beach nourishment of approximately five (5) miles of beach and dune in South Ponte Vedra Beach, St. Johns County, Florida. Material will be hydraulically dredged from an offshore borrow site, borrow area N-1 Modified, and transported and placed on the beach between Florida Department of Environmental Protection (FDEP) Range Monuments R-76 and R-103.5 to the permitted lines and grades shown on the drawings provided in Exhibit A. The Work also consists of tilling and environmental monitoring. The Work is located on the East Coast of Florida in St. Johns County, Florida, ranging approximately four (4) to nine (9) miles North of St. Augustine Inlet. This project is funded through the FEMA Public Assistance Program, Florida Department of Environmental Protection Grant No. 25SJL, and Florida Department of Environmental Protection Amendment No. 1 to Grant No. 23SJ4. Bidders must obtain and review the Bid Documents, including all Attachments and Exhibits, as well as any issued addenda, for full details and instructions regarding submittal format, full scope of services, minimum qualifications and all other information related to this Bid. Description
St. Johns County is seeking qualified bidders to construct approximately five miles of beach and dune nourishment in South Ponte Vedra Beach. The work includes hydraulically dredging compatible material from offshore Borrow Area N-1 Modified, transporting and placing it between FDEP Range Monuments R-76 and R-103.5 to permitted lines and grades, beach tilling, and environmental monitoring. The project is funded through the FEMA Public Assistance Program and Florida Department of Environmental Protection grants. The solicitation package includes drawings, technical specifications, permits, sediment-quality documentation, biological and environmental materials, and grant-related contract clauses. Bidders must submit the required bid forms, affidavits, certifications, licenses, experience information, subcontractor or supplier list, schedule of values, bid security, and other listed bid documents. Addendum 1 provides a non-mandatory Microsoft Teams option for the pre-bid meeting and requires acknowledgment of issued addenda.
