Description
The United Nations Development Programme in Comoros is seeking an international consulting firm to design, develop, test, pilot, and deploy a secure, interoperable mobile early-warning application for Android and iOS using the Common Alerting Protocol. The solution must include a citizen-facing mobile application and an administration interface for the Directorate General of Civil Protection to manage alerts and awareness messages. It must support geotargeted official alerts, multilingual and accessible content, passive offline access to pre-downloaded safety information, secure APIs, auditability, data protection, and interoperability with the national alerting platform. Integration with local operators' SMS systems is not required, and offline mode will not receive new real-time alerts without connectivity. The scope includes a pilot in three communes, production deployment, source-code and intellectual-property transfer, administrator training, technical documentation, and post-deployment warranty and support. The engagement requires 60 working days: 15 days for the mission leader/solution architect and 45 days for the technical/mobile development expert. Proposals are evaluated using a 70% technical and 30% financial weighting, and the financial proposal must be submitted only in the portal's commercial section. Required materials include the company profile, legal documents, audited financial statements for 2023–2025, recent and ongoing project lists, satisfactory-performance certificates, signed key-personnel CVs, the technical offer, and the financial offer.
