The provider must deliver six principal outputs: an inception and mobilisation plan; a validated participant pipeline; a foundational diagnostic and training package; enterprise action-planning and mentorship records; referral and accompaniment records; and annual and final implementation results reports. The technical proposal must include the organization's qualifications and experience, methodology and work plan, proposed team structure and key-personnel CVs, at least two comparable work samples, and the required supporting company and performance documentation.
