Description

Santa Rosa County Board of County Commissioners is seeking qualified contractors to widen and reconstruct Woodbine Road from Vinewood Lane to PARA Park as a four-lane urban roadway. The work includes roadway tie-ins at Berryhill Road; earthwork, paving, curb and gutter, sidewalks, pedestrian facilities, drainage systems, erosion control, traffic signals, vehicle detection, lighting, signing, pavement markings, maintenance of traffic, utility coordination, and restoration. The contract also includes an optional Pace Water System scope involving water-main, reclaimed-water, sanitary-sewer, hydrant, valve, service, testing, disinfection, abandonment, and restoration work. Bidders must submit searchable PDF materials through the county procurement portal, including bid pricing, required certifications and forms, insurance documentation, authority to do business in Florida, bid guarantee, active SAM certification, references, and other specified attachments. A five-percent bid guarantee is required; performance and payment bonds are required at 100 percent of the contract amount, and the project has stated insurance requirements. The work is expected to be awarded in December 2026 or January 2027, with construction beginning after contract execution and issuance of the Notice to Proceed.
