Description
Correctional Service Canada requires a temporary leased perimeter security enclosure and associated electronic security equipment for the Minimum Security Unit, Building U, at Edmonton Institution for Women. The solution must use K-rail/Jersey barriers, fence panels, and barbed-tape concertina wire, maintain a continuous secure perimeter with no opening exceeding 150 mm, and include secure tie-ins, a stabilized movement corridor, and removal and restoration at contract completion. The contractor must deliver, install, integrate, test, commission, inspect, maintain, service, repair, and replace the leased equipment, while minimizing disruption to the operating correctional institution. The scope also includes site verification, minor vegetation and obstruction removal, localized ground preparation, electronic security systems including fence detection, CCTV, perimeter alarm/perimeter intrusion detection, communications, power, and grounding, as well as safety planning, installation and service schedules, equipment inventories, testing and commissioning records, maintenance and service plans, training materials, record documentation, and removal and restoration plans. Amendment 002 requires a preliminary installation schedule demonstrating completion within 10 weeks of contract award and updates the contract to provide a one-year base period with up to four additional six-month option periods. Bidders must demonstrate one qualifying security-fencing or comparable perimeter-security project completed within the last five years, valued at least $500,000, with an associated electronic security component.
