Description
UNDP Montenegro, for the Municipality of Plav, is soliciting a software solution for an electronic registry office. The scope includes analysis and process design; development or configuration; installation; data migration; user, role, workflow, and case management; document scanning and OCR; electronic archiving; search; reporting; audit trails; security; backups and recovery; integrations; electronic signatures; testing; pilot deployment; training; and technical documentation. The system must support at least 100 registered users, including at least 50 concurrent users, and must provide open architecture, data export, source-code availability, and licensing details without vendor lock-in. The contractor must provide a qualified team, relevant public- and private-sector experience, at least two similar completed contracts within the last five years, at least one similar public-sector contract, satisfactory-performance certificates from three comparable clients, and audited financial statements demonstrating cumulative turnover of at least EUR 100,000 over the last three financial years. Implementation includes six deliverables over 120 calendar days from contract signing, followed by a 12-month warranty and 12 months of maintenance and support. Technical and financial proposals are evaluated using a 70% technical and 30% price weighting. The amendment adds the previously omitted contract conditions and publishes updated questions and answers; the clarification confirms that pre-existing contractor intellectual property remains with the contractor, subject to a perpetual license to UNDP and a nonrevocable sublicense to the Municipality of Plav.
