The Department of War (DoW) is conducting an assessment on the feasibility of establishing incubator programs for secure facilities and networks at select institutions of higher education, as directed by Section 1071 of the National Defense Authorization Act for Fiscal Year 2026. This RFI seeks detailed information from universities capable of establishing or expanding secure facilities (SCIFs, SAPFs, and collateral classified spaces) and networks to accelerate technology transition, expand the cleared technical workforce, and serve as regional innovation hubs. The DoW intends to use responses to inform its assessment to Congress. Institutions are encouraged to describe their current security posture, institutional commitment, industry partnerships, technical capabilities, administrative capacity, geographic advantages, economic viability, and co-investment plans. This RFI is for planning purposes only and does not constitute a solicitation.
