Description
The Ohio Department of Higher Education is offering revolving loans to eligible state institutions of higher education for planning work required before demolishing an owned facility or portion of a facility. Each facility requires a separate application, although multiple facility applications may be combined into one portal submission. Eligible planning expenses include architectural and engineering compensation, environmental assessments and studies, hazardous-materials surveys, property or utility surveys, appraisals, demolition management planning, permitting, insurance, and bond fees. The maximum pre-demolition planning loan request is $250,000 per facility; the anticipated interest rate is 0.71% with a three-year repayment term. Applicants must submit the Prior Capital Investments Form by October 14, 2026, and a full application consisting of Exhibit I, a loan application worksheet, and Exhibit II, an Excel workbook covering enrollment, online enrollment, and fiscal impact. Exhibit I must be submitted as one PDF with any facility-specific attachments, while Exhibit II must be submitted separately as an Excel file through the designated application portal. The program anticipates that awarded institutions will proceed to demolition-loan applications after completing the planning work, subject to the agency's discretion.
