Description

The City of Los Angeles Department of Recreation and Parks is soliciting proposals for a custom-developed, cloud-based Software-as-a-Service Online Activities Registration System. The system must support public registration for recreational programs, sports leagues, camps, licensed child care, and facility reservations across more than 250 activity locations and more than 200 facility locations. Required capabilities include household and participant management, electronic signatures and document uploads, income and residency verification, calendars, waitlists, conflict prevention, approval workflows, point-of-sale transactions, merchandise and ticket sales, donations, reporting, analytics, and an AI chatbot. The solution must provide functional parity across iOS, Android, and responsive web interfaces; integrate with the existing LA RAP website; and comply with PCI DSS, HIPAA, SOC 2 Type I and II, CPRA, encryption, and accessibility requirements. The contractor must provide implementation, data migration, security and compliance planning, documentation, training, production launch, and comprehensive support and maintenance for the first five years after launch. Proposers must submit a cover letter, project framework, related experience, project team and schedule, itemized budget, team-member resumes, and completed compliance materials. The cost proposal must use the provided spreadsheet, and the proposal must be uploaded through the designated Dropbox process with applicable compliance documents completed through the required procurement system.
