Description
The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs is seeking applications for a 24-month grant project in Serbia to establish a transparent, automated, weighted random case-allocation system for public prosecutors. The project will address selective prosecution and political interference in cases involving transnational organized crime, money laundering, extradition, and high-level corruption. Required activities include legal and institutional analysis; nationwide analysis of relevant case data; development of a case-weighting methodology and formula; design, development, and deployment of the software system in pilot prosecution offices; training for prosecutors and administrative staff; and monitoring and evaluation. Expected deliverables include the case-weighting methodology, weighting parameters and formula, a functional deployed system, training records, and a monitoring and evaluation report. The grant is expected to fund one award ranging from $750,000 to $1,100,000 for an initial 24-month implementation period.
