Description
EPCOR is seeking a successful proponent to develop a comprehensive, transmission-specific operator training program for its dedicated Energy Management System (EMS), being implemented alongside the Schneider Electric Advanced Distribution Management System upgrade. The work must prepare System Control Operators to use the EMS safely and effectively while meeting Alberta Reliability Standards training and qualification requirements. The project includes two integrated deliverables: foundational training covering core EMS functionality, real-time monitoring and control, switching, alarm management, network visualization, operating procedures, and competency assessments; and advanced training covering contingency analysis, state estimation, load forecasting, reliability assessment, and related analytical tools. The second deliverable must also include EMS-specific operational workflows, procedures, and supporting documentation for EPCOR's System Control Centre. Materials and assessments must be developed using EMS design documentation, functional specifications, system requirements, use cases, playpen access, and relevant implementation experience. EPCOR's transmission system includes 36 substations and limited 500 kV, 240 kV, and 72 kV infrastructure.
