Description
This is a Sources Sought/RFI for market research, not a solicitation for proposals or quotes. The Air Force is seeking capability statements from telecommunications carriers, competitive local exchange carriers, and authorized resellers able to provide recurring commercial SIP voice trunk transport and dialing services. The service must include dedicated 1,000 Mbps transport access, a 100 Mbps committed information rate, 115 concurrent call paths, and 9,000 direct inward dialing numbers, interfacing with the Government's Avaya Aura telephone system. Requirements also include 24/7/365 monitoring and support, specified availability and voice-quality service levels, Enhanced 911 geolocation delivery, and Government Emergency Telecommunications Service priority signaling. Interested respondents are asked to submit a capability statement of no more than five pages covering corporate and regulatory status, transport capability to the demarcation point, technical compliance, and commercial pricing feasibility. The contemplated service term is a 12-month base year plus four 12-month option years, with a possible six-month extension. Service and recurring billing would begin only after the Government accepts the cutover performed under a separate modernization contract.
