Description
The Department of Homeland Security, Immigration and Customs Enforcement, and Homeland Security Investigations require Canadian vehicle liability insurance for 175 government vehicles associated with six northern-border offices. Coverage must support vehicles traveling in and around Canada, including situations where the driver is unknown, and must satisfy the minimum mandatory third-party liability, medical payment, death-benefit, funeral-expense, and other applicable insurance requirements of all Canadian provinces and territories. The program must accommodate vehicles that are added, changed, or deleted during each performance period on a prorated basis, allow additional DHS/ICE offices or functions to be added, and provide insurance cards and policy information annually or upon request. The requirement includes a one-year base period with four one-year option periods, quarterly meetings, claim-file support, and monthly invoice submission. Quotes must include a 10-page technical approach addressing underwriting capability, financial resources, coverage, provincial and territorial rate determination, and agent availability, along with pricing for all contract line items.
