Description
Appalachian Power Company has filed an application with the State Corporation Commission for approval and certification of the Altavista to Leesville Transmission Improvements Project. This project involves rebuilding approximately one mile of the Altavista Lynchburg 138-kV Transmission Line, rebuilding approximately four miles of the Altavista Leesville 138-kV Transmission Line, constructing approximately five additional miles of transmission line, and relocating approximately one mile of the Opossum Creek Smith Mountain 138-kV Transmission Line. The project is needed to address critical contingency violations and improve overall network reliability. The estimated cost of the project is $45.2 million, with the developer of PJM Queue AE1-250 responsible for the cost. The proposed in-service date is November 2027. The project will largely be within or parallel to existing right-of-way, but approximately six miles will require new right-of-way. Construction will primarily use single-circuit H-frame and monopole structures ranging from 70 to 150 feet in height.
