Description
The Transportation Security Administration plans two industry engagement events for the Electronic Baggage Screening Program Recapitalization: a classified Detection Briefing on draft explosive detection requirements and a subsequent Technical Requirements Review conducted through a future Request for Information. The next-generation checked-baggage explosive detection systems are intended to enhance detection, cybersecurity, and open-architecture capabilities for deployment across approximately 430 federalized commercial-service airports. Participation is limited to qualified checked-baggage explosive-detection-system manufacturers, complementary screening-technology manufacturers, and explosives-detection algorithm developers with relevant experience. Attendance is limited to three representatives per accepted vendor and requires applicable personnel clearances, security vetting, and TSA acceptance. Participants must submit company information, a one-page project list and summary, clearance information, a password-protected TSA vetting spreadsheet, and completed DHS Form 11000-6 nondisclosure agreements. The amendment adds the previously omitted attachments and extends the submission deadline to October 23, 2026, at 5:00 p.m. Eastern Daylight Time. The Detection Briefing will be held in person at TSA headquarters, with the date, time, and specific location to be provided after vetting.
