Description
The U.S. Navy is seeking information from qualified contractors capable of providing falconry services to reduce gull activity at Naval Base Kitsap Bremerton. The contractor would patrol waterfront areas with free-flying predator birds to drive primarily Glaucous-winged Gulls offsite, with an objective of reducing the gull population by 90 percent each day while onsite. The contractor must provide personnel, equipment, supplies, transportation, supervision, and other resources required for performance, averaging 80 hours per week over approximately five days per week year-round, excluding federal holidays. The requirement calls for a Master Falconer holding a Special Purpose Abatement permit under 50 CFR 21.29, relevant industrial waterfront abatement experience, and current performance of falconry or bird-abatement services within Kitsap County, Washington. Personnel must be eligible for unescorted access to the Controlled Industrial Area, including a favorable NACI Tier 1 investigation within the past 10 years. The notional structure is a one-year base period followed by four one-year option periods. This is a Sources Sought/Request for Information notice, not a solicitation for proposals or a commitment to award a contract.
