Description
Correctional Service of Canada intends to award a contract for up to 45 culturally responsive writing and storytelling circles and workshops for Black and ethnocultural federally incarcerated offenders. The workshops will support self-expression, identity exploration, belonging, rehabilitation, and reintegration, and must use participant-centred, trauma-informed, mental health-informed, restorative, and culturally responsive approaches. Workshops will generally be delivered in person at correctional institutions and approved locations across Ontario, Quebec, the Prairies, and Atlantic regions; exceptional virtual delivery may be permitted. Quebec sessions must be delivered in English and French, while sessions in other regions must be delivered in English. The contractor must provide bilingual workshop materials, participant resources, community-support information, and electronic summary reports after each activity. This is an Advance Contract Award Notice identifying Living Hyphen, Canada Corporation as the pre-identified supplier under the stated exception that only one person is capable of performing the contract. Other suppliers may submit a written statement of capabilities demonstrating the specified facilitator, experience, methodology, and correctional-workshop qualifications. The proposed contract is estimated at $117,816 including taxes and is described as running from contract award through March 31, 2027; the posting also states an estimated four-month duration and a proposed start date of November 8, 2026.
