Description
The United Nations Development Programme Office in Djibouti seeks a qualified firm to implement Milestones 2, 3, and 4 of an AGFUND-funded project supporting youth-led micro, small, and medium-sized enterprises. The assignment includes designing, obtaining Shariah certification and regulatory approval for, and launching a bundled micro-loan and Takaful insurance product for 30 youth-led MSMEs, while engaging and training 80 youth-led MSMEs, at least 40% of which must be women-owned. The firm will provide business-planning support and post-financing coaching. Additional responsibilities include co-developing and supporting the launch of a regulatory sandbox, strengthening regulators', insurers', and the national Shariah council's capacity, establishing digital onboarding and messaging services, deploying financial-literacy tools and awareness campaigns, developing institutional partnerships, administering the first-cycle premium subsidy, monitoring and reporting, and preparing evidence and handover materials for the Djibouti Takaful Toolkit.
