Description
The 772d Enterprise Sourcing Squadron seeks a firm-fixed-price subscription to a commercial digital magazine and journal platform for Department of Defense libraries. The collection must include several thousand full-color magazines, popular and special-interest titles, new issues and up to three years of back issues where available, multilingual content, unlimited simultaneous use without holds or checkout limits, downloadable access on desktops, mobile devices, and apps, text-to-speech functionality, and digital distribution overseas. The platform must support curation, weeding, marketing resources, title search by issue, keyword, genre, and language, and streamlined access for library patrons. The platform must integrate with single sign-on for all four military service branch libraries, support usage statistics by branch of service, provide secure access using TLS 1.3, HSTS, and RSA 2048-bit SHA-256 certificates, and deliver search results within 5–10 seconds. The notice identifies OverDrive, Inc. as the intended sole-source supplier but permits responsible sources to submit an unclassified capability statement, proposal, or quotation addressing how an alternative meets the stated characteristics. Responses are limited to 10 pages in Microsoft Word or PDF-compatible format.
