Polk County is requesting proposals for third-party administrator services supporting off-site inmate medical and pharmacy care. The contractor must administer claims adjudication, provider payment, pharmacy benefit management, regulatory compliance, and related reporting, including ACH payment processes for both County invoice payments and payments to providers. The proposer or its fully disclosed subcontracted TPA and PBM must hold the applicable active, verifiable, and good-standing Florida Office of Insurance Regulation authority at proposal submission and throughout the resulting contract. The addendum confirms that these licenses are mandatory qualifications and that the proposal must identify the parties responsible for core functions. The incumbent is identified as Heritage Health Solutions, Inc., with the required licensure currently provided through subcontractors. The addendum must be acknowledged and signed with the submittal.
