Description
The U.S. Air Force's 30th Contracting Squadron is requesting industry feedback on the draft Facility Readiness and Maintenance Execution (FRAME) contract. This is a planning notice rather than an active request for proposals. The anticipated acquisition is a 100% Small Business Set-Aside under NAICS 561210 for non-personal facilities support services and will follow the current Launch Operations Support Contract, Contract No. FA4610-23-D-0001, currently performed by Call Henry, Inc. The scope covers maintenance, repair, modification, and modernization for more than 130 facilities, property, and equipment assets, including water and gas mains, roads, generators, power distribution, HVAC, waste systems, and roofing. It also includes sustainment projects, urgent-repair standby support during selected launch operations, and inspection, testing, and certification of cranes and elevators. Mission-essential services must continue during peacetime, national emergencies, and wartime scenarios. The South Vandenberg Power Plant is excluded from the follow-on requirement. Interested parties may submit comments using the Comment Resolution Matrix and may register for the Industry Day and site visit; the draft schedule lists final RFP issuance in January 2027, proposals due in March 2027, anticipated award on December 18, 2027, and performance beginning April 1, 2028.
