Description
The State of Utah Plant Industry Division is seeking one contractor to survey 100% of certified seed potato production annually for potato cyst nematodes. The work involves collecting approximately 700 composite soil samples across about 700 acres, generally using contractor-provided mechanical sampling equipment, with at least 160 sampling points per acre and five pounds or 2,000 cc of soil per acre. The contractor must provide all sampling and safety equipment, sanitize equipment as needed, identify sample sites, maintain sample records, and deliver samples to the USDA PCN Laboratory in Idaho. The State will provide sample bags and labels, along with aerial GIS field maps. Sampling will occur each fall after harvest and before wet winter weather. All work must be completed before December 1 and all data and information submitted before December 31 of each contract year. The contractor must follow USDA National PCN Survey guidelines and have GPS/GIS capabilities for tracking samples. The solicitation anticipates a single award to the lowest-cost responsive and responsible vendor, with pricing guaranteed for the five-year term; the annual budget estimate is $32,000.
