Description
The United Nations Development Programme in Colombia is seeking one service provider to design, develop, implement, host, and operate an integrated digital ecosystem for disaster-risk knowledge management. The scope includes an open-source learning management system with capacity for 10,000 registered users and up to 2,000 concurrent peak users; a responsive microsite with unified login and content management; open-source analytics infrastructure; and a geospatial backend and directory with documented REST APIs, search, filtering, export, and ArcGIS-compatible data services. The contractor must provide cloud infrastructure, separate development and production environments, daily backups, monitoring, CDN and SSL/TLS configuration, security updates, technical support, a service desk, documentation, training, and knowledge transfer. The solution must meet WCAG 2.1 AA accessibility standards, support open standards and interoperability, and operate for 26 months, including implementation and ongoing support. Work is primarily remote, with mandatory in-person activities in Bogotá, Colombia, including a kickoff meeting and technical support at one two-day event.
