Description
The United Nations Development Programme, through its education transformation project in Moldova, seeks an individual national IT consultant to define the requirements and high-level technical design for an Education Data and Analytics Platform. The assignment includes assessing education and government data sources; identifying and prioritizing analytical use cases; defining data, interoperability, security, privacy, infrastructure, and access requirements; preparing wireframes; assessing potential AI-assisted analytics; comparing architectural options; and recommending a target architecture. The consultant must prepare an Education Data Ecosystem Assessment, use-case and data-requirements tables, a functional concept and AI functionality assessment, an architectural options assessment, a comprehensive Software Requirements Specification and technical procurement package, and technical support during procurement and vendor evaluation. The assignment is planned for November 2026 through April 2027, with up to 45 working days. Minimum qualifications include a relevant bachelor's degree or higher, at least five years of relevant experience, at least three SRS or equivalent requirements assignments, at least two data-integrating system architecture assignments, and Moldovan citizenship.
