Description
This is a Request for Information (RFI) for the replacement of two chillers, including associated systems and controls, in Building 8280, located at Baumholder Smith Barracks, Germany. The project scope includes the dismantling and disposal of existing chillers, delivery and installation of two new chillers with heat pump functionality, replacement of associated pumps, installation of new buffer tanks, plate heat exchangers, and integration into the existing heating system. Additionally, the project involves replacing the measurement and control system (MSR), distributed control system (DDC), and integrating it with the existing building management system. The magnitude of work for this requirement is estimated to be between $500,000 and $1,000,000. The solicitation will be a two-step sealed bidding process, with the first step being a request for technical proposals and the second step involving an Invitation for Bid (IFB) to technically acceptable offerors. The solicitation will be issued in English, but bids in Step Two must be in Euros.
